I think its the lonely guy on the beach at the south from grandmas house where the Kids and the overly concerned mother usually hang out during noon. You find the guy at the right or west side of the beach.

These were the same at the start of the game, since some people played through the game on normal, you probably weren't max level once you've finished NG. Here you can decide to keep playing on Normal, change to a quicker level up or begin with everything MAXd up.
Yes, NG+ is just like NG but you keep the levels and clothing.
The beginning choice is because of progression. You can either skip the grind entirely and jump right into the action or keep doing it.

the same problem, after the first visit to the abandoned house, a new event starts at the same place in the evening, but it doesn’t exist, I have already opened all the scenes from the list of required ones (only one of several was required), but the event does not appear

hello, so the game hints on DLC stuffs, is the version on first page came with it pre-installed or is it future content?
If you go straight left on the main street you'll eventually find a woman with a truck/car (don't remember) that's stopped. She'll tell you her engine died and wants you to deliver lunch for her husband, at the construction office. That'll unlock the office and the blackmail route.
Before decrypting the file (on winrar and am using an android) press the tree little dots on the upper right side of the screen then click on the last choice that sets the language in which the file should be decrypted i think, and then choose japanese. Thats what i did and it worked.
