Don't use the built in english setting. That's bugged to hell and doesn't work.
I haven't confirmed it, but I assume the update to the first post is the version someone shared with the update with reipatcher preinstalled and set to deepL. So, use the japanese setting and then you'll need an active internet connection and to wait a little while for the translation to pop up.
Reipatcher is a translation overlay that reads text from unity games and translates in real time, but it does take a little while the first time a new piece of text shows up.

well you can translate the game (jk), oneone1 games tend to be very hard to translate they are almost a pain to play if you have checked the other games
I'm starting to think they do it cause this prevent fantranslators from picking those titles.
Making a proper not MTL translation require time and effort, if someone else declare is gonna do it, then no one else will. But what's the point of leaving a title closed in a safe for years without selling it? Not to mention probably some naive people already paid for it, cause you can already buy these "coming soon titles".

just use japan language in game dont change to english.. maybe it will fix it
This message simply tells you that a file called "SC_D04_12" could not be found. Check the folder they named to see if it is truly missing and maybe re-download the file. Should the file be there, check if you have JP locale.
As some suggested above, check if you have JP locale on. Game reports a mismatching flag name for "NPC_T18_007". JP locale will most likely fix that.

Samurai Vandalism just got to Steam on the "TBA" banner and it says it'll have English option, so soon we'll have it officially translated.

Got so hyped that this got an update, but instead of an official translation all it was was a bugfix

The built in translation (when it worked better in the first release) was just MTL done by oneone1. There's never been a proper translation for the game released yet, and the english option in the settings really should have been removed or hidden, since later updates just broke it more than the initial release.
