For sure. I can see it if you have tried what the guide says and you're not getting anywhere. But to just plain come on and say "How do I unlock Terra?" or something like that without even trying, that's not right. It seems like the questions are getting more and more basic. Put Batgirl in a bordello room, Post Ivy as a guard in the Bordello through the "Post Villains" menu in the base, go check the security cameras. That is how it worked for me.
