Is there a chance in the official steam release that all of the "cut" content will be restored? I don't think Steam has the same hang ups that Patreon does regarding sexual content and IC.

Not a chance in hell. Yes Steam doesn't mind IC in games but if you are to believe Ocean and some of his die-hard fans, IC was never meant to exist and is not canon in Summer's Gone. If he were acknowledging its existence it would jeopardize his Patreon page, as it did for Where It All Began (Patron removed his page for that game).
As for the other content being cut (some of the more spicy scenes), Ocean wanted the game to get a 16+ rating for the Steam release so it will remain as it is. He's working on Season 2 and will not revisit Season 1.
If this content is important to you, my mod exists...

The DLC contains wallpaper and the "treat" images that were released on Patreon during the year. These are non-canonical images, not from the game scenes.

I am aware that mods can cause conflicts however there are countless games that have these same types of mods implemented without causing conflict. I am not mod savvy so I’m not sure how a dialogue change would influence pictures showing up on screen1. Yes, mods can cause conflicts I thought you already knew that.

It depends on how the game is coded. If script is linked to the renders, advancing the script to reference a render that's not available with cause issues.
I'm not into the programing, but it's pretty common. Only use mods that specifically work for the version you downloaded - trying to use a ch5 beta patch on S1 for example will likely have conflicts. Just be wise, and make a backup of the game before installing any mod, so if it doesn't work, you can get is back to the way it came out of the box.

If you downloaded the version from here it has the DLC in it already, you just have to search the folders.
