You'll have to change the date on your PC and it should be back. The christmas and halloween content only activates around these dates (+- 2 weeks?) and is gone the rest of the year. I'm not sure whether there's a mod to change it in other ways, though.

Really, you should know better. The Halloween content becomes active the week before RL Halloween, true, but also each in-game full moon. Ask Odette when the next full moon will appear.

I also face the same problem, usually on the third or fourth attempt to open the game, it works and leaves the screen and the game starts, it hardly works the first time.

One problem is that at first start many things need to be compiled. During that time the app is unresponsive and Android power saving mechanisms may kick in. You may also want to disable that "feature" in the Android settings (battery, apps).
