Yeah that is the reason given most of the time, just it is not very believable IRL and takes loads of suspension of disbelief with adult prior sexually active characters that they would go as far with those other things and would not go further if ready for those earlier things. Yeah that is the only real reason for that progression that way.
Just it makes it no more believable they wait, you need to do better things with story to make that believable if wish to. Else it is just another application of our well known weird porn game trope some love, some do not care about and others hate by now, since too many devs worse than MrDots team just used it too milk their games and abandoned them before payoff ever was there. This team at least will deliver when they feel it is time, they have the track record to proof that.
