Yes, but it's also one of the places that's most friendly to foreigners. It can be pretty hard to find housing in other places since there's a lot of people who will straight up not rent to foreigners. He could try Yokohama which is a little cheaper if he wanted to live in a bigger city.out of all the places to move to in Japan, isn't Tokyo a pretty expensive place to live in?
