It also is for games without an update for 18months, so a year and a half. Doesn't matter if you're active or not. To be fair after a year and a half it would be safe to assume that most games are abandoned.

1. On-hold: used for a developer who temporarily stops working on a game for whatever reason and makes a clear public statement about it, if they do not resume work in 6 months the prefix is changed to Abandoned.

Rec has always made it clear this is his work to blow off steam and prevent burnout. This is not the primary and, in fact, the use of Honey Select means this can never put on Steam or GOG so it shouldn't be a primary focus for financial reasons.
