As far as I remember, the abandoned tag is (should) only applies when there is no update AND the dev is inactive. I set the game to on-hold myself, and I talked about the reasons, so I don't know why it's set to abandoned.

It also is for games without an update for 18months, so a year and a half. Doesn't matter if you're active or not. To be fair after a year and a half it would be safe to assume that most games are abandoned.

Rec has always made it clear this is his work to blow off steam and prevent burnout. This is not the primary and, in fact, the use of Honey Select means this can never put on Steam or GOG so it shouldn't be a primary focus for financial reasons. The good news is that Rec isn't going to stop working on it as long as he needs a change of pace and any sub of any level gets it from his SubStar

This project is officially on pause (won't continue until Rec finishes BM, and that won't be anytime soon it seems), but since forum rules say six months on pause or 18 months without a release and the ‘Abandoned’ tag is put up automatically. So not abandoned but ‘Abandoned’. And who knows what will happen in the future.
This game is better then BM. It's unique and wild and interesting and fun.

Any news from Dev, this game is better than Bad Memories, still he is working on BM and put a hold on it. Probably, he abandoned it, more than 18 months without a single update.

There isn't much information, and most of it has already been said in this thread. In short, the project has not been abandoned, but work on it has been suspended until another game (Bad Memories) is completed. These are the developer's words.
As for when BM will be completed, it's not very clear either, but it seems that in the current release 9.5 (beta, available for download on Steam and Patreon), the main story is ALMOST completely finished. So we can expect that the next release will be the final one (after 9.5). But I can't say how long it will take, and I think the developer can't either. It took a year to develop 9.5, and it's only in beta, so it's unlikely that the final release will be released any faster. And then work on the TH release will also take time, and not a little. So the forecast is: not soon. Very not soon.

comeback around 3-4 years maybe there will be new update
When Rec returns to this after Bad Memories, I'd love to see a gallery of some kind implemented
