It means the software is not finished, and may be buggy and/or incomplete. Someone else posted a wikipedia link which explains it well so I won't labour the point.
However...
You had a choice when you wrote your response. You could have said thanks and researched what "alpha software" means, or even asked here what it means. No problem. Happy to help.
Or you could have chosen to take offense for inexplicable reason and for some reason take pop shots at a stranger on the Internet.

A good willing reply would be something like this:
if you knew those places couldn't be visited then something like:
- I read back on this thread/on discord/ on their web site from the dev that those places are not yet done
or,
- I wasn't able to go there myself, not sure if they are enabled in this version of the game.
Or, if you knew that they are possible, because for instance you were able to go there then something like:
- I was able to go there, you have to do this and that.
Alpha or beta means really nothing as an answer. What if I asked regarding the police station? Or any other place. Being in alpha doesn't really tell me that it's the reason you can't access those places. It can be that it's in alpha and I am doing something wrong or missing some step, or it can be a final version and it has some bug or I am doing something wrong!.
