I don't think you at the moment, drug dealer is a one time accept/reject deal. At least I've not read anything about someone rejecting him then encountering him later, maybe in a future update?

Both can be unlocked when watching TV with her. For why #27 didn't register for you I have no clue.

There is no hand job in the shower scene, but you do need a successful shower to unlock the HJ scene. Just have less than 50 depravity so you won't poke her with your dick and she won't freak out.

Fixed in 1.631. You can fix it yourself by hitting shift-o to open the console and typing meg_visitied_college = False.
