When it comes to the Steam thing, I can't honestly blame them for it. They NEED to put these in as many places as possible to promote them, because H-Game localization is not that profitable to begin with. If the English release follows similar trends to the dlsite etc sales, then those numbers are not at all amazing. These translations don't come out of thin air you know...
Beyond that, you're not taking into account all the legal head-aches involved in content from JP. In all honesty, it's a miracle that they haven't been hit with lawsuits already, and that can likely only be attributed to the fact that they're essentially flying under the radar, because to be sure, that "Over 18" disclaimer wouldn't fly anywhere in a number of their games if the wrong people saw those translations.
As for their relationship with the developers... That's just speculation on your part unless you somehow have access to the contracts involved. Because there WILL be contracts and legal mumbo-jumbo. Maybe what you're saying does indeed happen with smaller Circles, but I find it hard to believe that a group as successful was ONEONE1 or Acerola would let Kagura dictate the terms like that when they don't truly need too. Kagura needs their games a lot more than they need Kagura's publishing.
However, the fact of the matter is that we don't know. We simply don't. Kagura may be at fault. The developer may be at fault. Both may share equal blame... who knows? For all we know, their limited support of a product may be because the devs don't want to put in more work in the English release past a certain point. Or it could be as you say that Kagura are being greedy. Though they're more likely just desperate....
Ultimately, yes, I do think that a better job can be done, and that things can be improved.
At the same time, I know all too well that it could be a lot worse, and as long as the games are 95% playable as the original by the time the patching is done, and the translation is high quality, I won't really complain.
Cut content can be annoying, but always keep in mind that there at least, there's a good chance that there were legal reasons for it.

Sorry but it is a fact that the only relationship KG haz with the devs is getting the rights to do a localization.
Take Ideology game as a example:
Dev fixed a gamebreaking bug in a scene for the dlsite version , that same bug existed in the KG version and what did kg do?
They went and removed pretty much half the scene when they could have asked the dev for his updated script instead.
Its not the dev duty to forward them fixes you know, but rather KG duty to make sure they are working with the latest version.
I can even point that the KG version of ideology is literally missing 3 npcs. And no they are not missing because of "steam rules", they are just normal npcs with normal convos.
Theres literally 5 or 6 missing/broken scenes and untranslated text, with the most noticiable being a brothel scene that kicks u out back into the map instead of playing, the Son scene in the drifter route that doesnt even play at all because they removed the options for it to play, the bath scene that is missing cgs and parts of the dialogue, and i could keep going and going.
Last time someone called them out on when those issues were gonna be fixed, that person got banned.
Another person asked if they would eventually fix the issues and the Tech guy from KG literally said that some issues are impossible to fix, which is actually funyn because it was them that caused said issues (as they never existed in the original version).
Someone mentioned emiliana as well earlier...
They decided to convert the images and look how it ended.
Most people know that rpgmaker MV doesnt play well with actual animations but KG had to ignore the facts and do it anyway.
The end result is a mess of broken animations than even when someone went to their discord and told them how to make it work he got ignored.
Country girl Keiko and detective city girl got updated couple months ago with new scenes in the jp version. Do you think KG bothered to update their releases with said scenes? ofc not.They dont even awnser to people when they ask if they will update the games or not
So yeah people give KG a hard time coz KG deserves it.
They go around introducing bugs that never existed in the games, break animations, etc etc.
And when people report them they just ignore or ban/mute them.

This time there are 2 sisters(MC and her sister) and apparently the kidnapped one loved her sister(romance?)... though she is kidnapped by a succubus who feeds on Lust energy and she gave her to a fatso mayor of the city... so... if u consider that every time u don't meet the succubus demands she orders the mayor so that he trains her sister, it's somewhat netorare ideal(if the MC was male or a man) well, whatever.
