Must be the same problem that I have, but sadly I don't have another computer with an older windows version.

Only things left that I can suggest are:
- Get someone you can trust to take a look at your system (either in person or remotely)
- Reset the OS (only do this as a final resort, if everything else is working fine then leave it be)
Hopefully you can find some way to get the game to work for you in the future.

Well in comparison to you i have some extra C++View attachment 2809981
still not working, maybe I have to give up
Some of them are also either "newer" versions or older ones especially the 2013 ones
My last one is 2015-2022 not 2015-2019
With these i can run the game just fine.
Other than this i can only sugest, try to run as admin, change the system locale to japanese( dont use locale emulator)

Like i said before if u noticed i have a extra 2008 , two extra 2013, and most of the versions (numbers on the last collumn) of my C++ arent the same as urs. That could be a factor.
Other that that obvious diference hmmmm....
Reinstall all Microsoft Visual C++ Redistributable Packages, Reinstall Microsoft .NET framework (for Windows 7 or below) , reinstall the game , Make sure ur Windows is really up to date.
Thats everything that comes to mind right now that you can do.

The extra versions quite possibly could be a factor, I have a few extras myself.

THE PROBLEM IS MISSING THE msvcr100.dll (x86) IN THE SysWOW64.
Considering that file is supposed to be installed by Visual C++ 2010 Redist's...
Could be an issue when not installing them all in the order they were released... who knows

Anyway, it works. That is good news.

You must be registered to see the links
go to the bottom and download the 32-bit zip, open in 7zip and select the msvcr100.dll file and extract to the games .exe folder. I used this and it works now.
