Must be the same problem that I have, but sadly I don't have another computer with an older windows version.I also tried .NET 3.5 or compatibility mode but nothing change, while with same option in my older laptop (win7), it did well.
Didn't work, ripperoniTemporarily make a new user so you can see if it's a computer issue, or an account issue. If the game works in that new user, great. If not, ripperoni

Some of them are also either "newer" versions or older ones especially the 2013 ones
My last one is 2015-2022 not 2015-2019
With these i can run the game just fine.
Other than this i can only sugest, try to run as admin, change the system locale to japanese( dont use locale emulator)
Like i said before if u noticed i have a extra 2008 , two extra 2013, and most of the versions (numbers on the last collumn) of my C++ arent the same as urs. That could be a factor.tried, result:

Other that that obvious diference hmmmm....
Reinstall all Microsoft Visual C++ Redistributable Packages, Reinstall Microsoft .NET framework (for Windows 7 or below) , reinstall the game , Make sure ur Windows is really up to date.
Thats everything that comes to mind right now that you can do.
