Just got home, went into the free-roam. Went to 15. It's the Football Field. Every time I hit "Explore", it gives me the many ways to say there's nothing there. So how do I activate his Event?

I found him. Thing is, it was the same encounter I had with him during one of the contracts. Might have been a glitch. He was in the one to the right of the Football Field. It counted that time, so it's done now. Thanks!

it could be. could also be that 1 guy just messing with MC head. only the dev knows and I don't think even they 100% know for sure

That scene was added with the mechanics overhaul IIRC, that might be why you missed it before.
