No you're either using an old version, or an old save that isn't working properly. After you meet Beatrice you should be able to go to the city with her and meet a new character.

U guys need to patient game only gets 2 h scenes each update itll be in more playable state around fall (nov-dec).
Yes, it stops for some routes. For example in solo route or Dabna routes. They are not popular, so will be updated last.
