i still ca'nt see julia using pc at jason room, even i trigered the scene before,,,, anyone have a clue???

I'd suggest reading the post juuuust above yours carefully. Like.. the big orange sign THE TWIST USEFUL LINKS with Saves(0.0.4-0.38) part?
yeah you did answer, but in my case there is no saving slot just written "Join patreon if you want to save file"
When you start the game, the main menu, it actually says connect to patreon, once you click that and the load button is no longer greyed out and it says connected, you can save.

The post above yours has a link in the signature with everything about The Twist, including a step-by-step walkthrough which should answer it.
Since a number of steps are needed and we have no way of knowing which you are currently at, there's effectively no short answer.
please help the sister is stuck at 35 and not increasing. ive read the walkthrough and i dont understand how to increase it

Well, Im stuck on step 405. No matter what I do, I can't seem to get the "

I had a look at you save and I think I know what happened, and unfortunately I don't know if it can be triggered with your save.
It looks like you missed a step in section 0.19
311. Go to Billy's home and knock on the door. When Billy opens the door, click on "chat" to end the scene. Knock on the door again until Rachel opens the door.
She tells Jason that she is trying hard to burn calories. Jason tells her that he will ask Emma to help her out.
which should not only trigger you asking Emma, but also Rachel asking you if you spoke to Emma, which Rachel isn't doing.

She asks Jason if he has talked to Emma. Jason says that he hasn't.
As to how to fix it, I know of only way that will be less headache
and that is to grab my "Completes 0.23" save (link in my signature) and start 0.24 again, you can choose the route you want.
And a recommendation,
don't increase the points for each section until you've completed said section, the points should match the previous section when starting the new one.
For Example: When start 0.24, the points should say what what you got at the end of 0.23.
the first line of each section tells you what they should be at when you complete not when you start it.
