I can't seem to introduce rebecca to kelly, or get them to meet at all, kelly's shop is locked after 20.00, so i can't get in to the dungeon. something I'm missing, followed the walkthrough, some were in different order, so it can be that?

That's most likely why, because by this time you should be able to access the pharmacy at 20:00 at anytime at any day
if not, could mean you missed a step, like steps 457-460, something in the save got messed up.

No
There will be no new scenes from Beta1, it will just be bug fixes, and most likely be just bug fixes when 0.46Final is released.
99% of the all new scenes will already be Beta1, as for Beta2, and Final, they will 99% of the time just be bug fixes.
