Im looking for Russian, on first page, its says that its available "Language: English, Russian, Italian, Polish ". But i dont know, im really cant see any language packs links

Make sure that your AV program doesn't interfere during the Download. Check if the zip-file still has the Timestamps Unconditional Love_Data folder, if not, then you have to re-download the file.

I was able to unpack/install libwebp using the guide you provided!
But how do I install/unpack and run the game?
I didnt see a guide for that on OP

In the same way as you do on every other OS (Windows, macOS, etc.) too.

Extract the zip-file into a new created folder. Click on Timestamps 1.0PE.x86_64 - make sure the file is marked as executable.

I answer you quoting one post that Cold Arctus wrote so often already in this thread.. following it you will solve your problem

This had been explained many, many times in this thread.

You need to install Visual C++ 2015. If you have a newer version installed, uninstall them and install C++ 2015 first and then the newer one.

Especially Cold Arctus is always so kindly to answer here to all technician question ; Players should make a monument for him , about help he gave here in the Thread.
But people should have to learn to read previous page on this thread and to to use the search Button , because most of times there is already the answer to the question that you want to write... Usually the users that ask for a Android port are always the worse one , But in Timestamps case more and more , because they should know that to port with android a Unity Engine game is really difficult and needs a lot of work and time
