99% of these errors occur when you have accidently mixed regular update with compressed update or have been using a mod and then update on top of it leaving the mod outdated (and possibly broken) in the new version. As theMickey_ said download the full new version.

Where is this? How to even get here? Did I miss a part of the update because I didn't go nowhere near a place like this and my game is showing 34% completed which I assume is the max. possible percentage.

For future reference, and before anyone else asks...though that's unlikely to not occur regardless...updates are on the 1st and 15th of every month until completion ( or something unusual happens ).
