These saves don't seem to work by just putting them in the correct location.

Yes. this is so. This is too little.
The game not know, you have overwrite a file and show you the old %. You need the overwritten file load and safe. After the save the game know the new % and show this correct.

Looks like you have used a save from somebody who used saveeditonline. No one who has played without any cheats has this problem.
