I believe that feature is only available after you have completed a certain percentage.

If you mean story advance then right ! It is certainly AFTER you get pants on But that is not fixed to a percent level since it depends how you play... doing in raw would be around 28-32 doing it all would be 52-54 or something like that...

I'v spend last 4hours trying to catch it and biggest I'v got is 2962 lbs... I got few 2900+ but not even one 3000...

Yep. Scroll up. It did take an inordinate amount of time just going into and out of the beach...over and over. It took hours for sure.
