I'm afraid the latter although the is one scene with her/him if you become Sera's sub and go to the party

Under the operating system you will find the projector (just Flash Player Projector) for that. It's adobe's own player for flash. It's very bare bones though, literally just plays flash files.

As for gifs, Windows' photo viewer thing supports gifs. If for some reason you don't want to use that (understandable), there are about a billion other photo viewers that support animated gifs, like

, or some even just for gifs. You'd have to find the one you are most comfortable with.
