This... doesn't make any sense. And even if it did, it's still completely subjective because what's your standard of "noticeable, but not fully developed, breasts"? Is anything below an A-cup too far for you? What about the mods? What are their standards? Do they have a unified standard or does it vary from mod to mod? If they truly want to keep the rule and have it be fair then make a detailed rundown of characteristics the mods will look for to decide if a character is "prepubescent" Because otherwise it'll continue to be used by power hungry mods as a reason to remove things they don't like and keep what they do. Besides, the rule pleases no-one anyway, people who hate and can't stand loli aren't going to care that f95 doesn't allow "prepubescent" lolis and people who do like loli will be upset because a game or thread they liked got removed because "WHOOPS THAT LOLI LOOKS A LITTLE TOO UNDER DEVELOPED TO ME".

The decision to pull a game based on Rule 7 is not usually made by strictly one staff member. It is reviewed by multiple members of the staff and is decided by a majority opinion on the game. So your assertion that it is "power hungry mods" are deciding on their own holds no water. The standards are quite clear, if you take a moment and take a breath. For the vast majority of the decisions, the evidence is obvious. For the small few that may be on the borderline, that's why the staff uses multiple perspectives in their group to make the decision.

Arguing about this is like going into someone's home and arguing that the artwork they chose to hang on their walls was subjectively chosen and they made the wrong choices. Because, just like a person's home - this site is private property and the people who own/manage the home make the decisions on how the home is to be kept for the visitors who come in. If visitors do not like the decisions, they are welcome to leave. If visitors do not follow the decisions, they may be escorted out and told never to come back.

If a game is not allowed/removed - one may appeal the decision using a
support ticket. If, following the appeal, the staff chooses to keep the game off the site, accept the decision and move on. If they choose to reverse the decision, accept the decision and move on.

Arguing and questioning staff decisions in one of the open forums on this site is not going to persuade the staff to your position. It is more likely going to solidify their current decision because you are giving the appearance of trying to pressure them with hoping for greater numbers to take your side of the argument.
