A little note about the latest update (0.13)
When you head to the location where you need to go to find the item, you might end up still searching not realising you already have it.
Just in case make sure to check the Quest Journal and see if there's a Gold next to item you need to find.

The book is located in the Welcome Center in the Lake View area
To open the door you need the help of Talia but first you need to get her the book.
