Patreon is just an aggregation service for recurring payments, they collect money on users behalf and send it to their payment processor after taking their cut. People essentially sign up to give others money with no strings attached, the only things that the Patreon staff handle is cases where company terms of service are violated or the sensibilities of the company owners are offended.; for example posting illegal content in the former or politically incorrect opinions in the latter.Sorry, Their service
There is no formal function that forces users on the site to keep their promises to their donors or punishes them for breaking them. Those that support a Dev are giving donations with no other conditions, whatever the Dev promises to their donors is irrelevent to Patreon staff as long as there is no legally binding contract. All you can do if a dev isn't producing what you want is pull your funding and convince others to do the same.
