I'm having the same, going from 80% to 40% after the pool scene. Have not found a way to increase it back up again...

I spent a lot of time reloading and replaying to figure this out. once you get past 40% if you do any action that got you to 40% it will drop you back to that level and lock you there. So no going back to the pool and oiling her up after 40%, no giving her sleeping pills either. At a certain level sexy texts were the only way I could raise the % without dropping the level again.

It also depends if you have completed the other parts ... like training or reading the combat book ... I think there was also an hour to show up at the gym (but I can also remember wrongly )
