You need Lucy storyLvl>=60 (as of 0.79, the end of the quest line is 80, so a little before) and Julia relation>=80 and she's in her bedroom, pool, kitchen, bathroom or living room.
Then masturbate in your room and leave the door open. Julia has to catch you in the act and have sex with you and you have to control your instincts if necessary. After that it's a random chance that Lucy will also show up.

On the other hand he delivered pretty solid work through the last 2 or 3 years, so I’m pretty confident he will do something in this matter
Julia's breakpoints for masturbation memories are actually:
-storyLvl >=10 and you spied on Ivan having sex with Julia
-storyLvl >=70
-storyLvl >=80 and partnered with Isabella
-storyLvl >=90 and Elena isn't dead, prisoner or enemy
If you don't have the first condition it's blurred, meaning yet to be unlocked. If you have both conditions you can replay it. If you have the first condition but missed on the second, then it's a "lost memory"
I posted the android link a few pages back. Seems like whoever posts the links of the Windows and Mac versions "forgot" to post the link to the updated android version. Which was annoying as hell to see people's posts asking for the android version vet outright ignored. Hopefully that gets rectified before and when the new update drops though....
