Not sure what you really mean about Jill being "off-limits", but if you're referring to the pushback when people say she isn't/won't be a virgin, it's moreso because the game seems to make it quite clear that she is. Jill does certainly seem a little too perfect at times, but then all LIs have both have felt that one way at one time or another until something deeper is revealed about them and it changes their whole complexion.
