Not really
drugs -> alcohol is more more harmful than weed. she did'nt use the coke yet and the syringe we don't know what it was.
blackmail -> more like a warning
bullying -> tough love
prostitution -> all of them willingly and we all played GTA so don't pretend that your moral bar about prostitutes is high
the only low point of quinn was when she lost control and slapped rionna.

Yeah, I agree that Quinn is a really bad person. Her tragic background can justify (to an extent) bad life decisions, but cannot justify her being a manipulative bitch to other people, betraying them and using them to fulfill her own goals.

That doesn't mean though that you can't like Quinn. I personally love Quinn, she is by far my favorite LI - and it's not despite her character, but rather BECAUSE of it. I like Quinn for her being a bitch. Her many intimate moments or when she clearly regrets some of her actions show that she has depth as a character and she isn't one-dimensional. She is still a very bad person, but that's fine with me (and I guess with many other players who like her a lot). I hope that the relationship between her and MC will continue to develop further in the new chapter. My guess is that sooner or later she will get some sort of 'redemption arc' (maybe leading to some tragic accident). But when it comes to me, I don't need Quinn to be redeemed into a good girl. I want more of bad Quinn whom I find very interesting and hot.
Yeah, nailed it. And for what it's worth I suspect this is exactly where DPC is coming from, too. Two recent Quinn character moments that I think are revealing for what they say about how Quinn sees the world and how DPC sees Quinn: the first is when she describes the fall-out from the HOTs ceremony to Sage as "top notch high school drama"; the second is when Tommy expects her to apologise to him and she doesn't, ("Do you know me?") Hilarious, and also so refreshing to have a character not acquiesce to conventional ways of behaving.

Quinn is interesting because she's bad, and because she's vulnerable. The endless posts calling her out and cataloguing her list of wrong-doing are never going to convince us Quinn fans because they're answering a question that the game isn't asking, in my view. This is not a morality play.

If I'm watching The Sopranos, it's not the same thing as if I'm watching Friends...

Quinn is a petty criminal in a context where the MC, theoretically the hero of the story, humiliates others or is humiliated by others, for trivial reasons (which are aggravating compared to doing it for profit) accepts without problems to break into other people's property, damage it, steal, assault public officials, drink (in itself against the law) in a dangerous and reckless way, revenge porn etc etc...

the list Quinn gives to Maya is a terrible violence, but we know it's an exception, the one given to Derek and MC is much worse but doesn't raise any ethical issues to any of the characters involved (and apparently not to any players either)

in a war movie it's not enough to shoot to be the bad guy, in a college where almost everyone uses drugs it's not enough to deal.
