Philip could be in a committee with Hagar and the 2 break room teachers and that's more than enough.
That is more than enough though because it's all the most likely characters to be there. Also think about this; because this is a faculty only party with some esteemed guests (what Philip said), you will not have the majority of the cast at this event and so DPC would have to make literally dozens of random character models to fill an event with 87 people. He's not doing that, not in a million years. Yes, there have been randos in other parties, but there is absolutely no way he's going that far here.
Well, he never said it was off campus, he just said they're "looking into the venue". That's a normal thing to say when you're deciding where to host something and could quite easily mean they're deciding whether to host it on or off campus.
Oct 3rd: "I plan to continue creating art next week and will move on to work on another, even bigger scene. I haven't counted the number of characters in it yet, but it should be at least 20. That means I will start by working on cosmetics and environments before I can create the scene.
It will be a new environment, too, and that means more work than reusing previously made environments."
Oct 10th: "I prepared all the characters in the scene and created the needed environments. This took me quite a while, but the environments ended up great, and the
26 characters were dressed and ready to be posed."
