Some girls become available later than others. The reasons and triggers aren't explained at all. But just naturally progressing through the plot unlocks it.
Well, then... what the hell is that seed thing. Ya know, one we receieve during the story from that crazy ex-porn actress

Little map of Luna's demesne caves I made, before the actual map was added to the game. But you could use this if you don't want to buy it.

You don't have permission to view the spoiler content. Log in or register now.

Red is initial entrance. After meeting Luna, green is the entrance.
Blue are the two locations Luna asks you to go to.
Yellow is the bust.
Purple are other dead-ends.

The issue is like Gwen she was a terrible, irredeemable person (outside of her caring for her young sister). They were clearly trained and bigoted Fey hunters and the evidence from the basement on the building where you first encountered them is a lot of Fey were tortured, experimented on, killed and then disposed of. Chloe who is the least broken of the two turns full on revenge seeking nutjob whenever her old persona is allowed to return however briefly... i expect no redemption arc for either her or dangerous Yandere Gwen. As for the potion is for most part removes the inner monologue of the ghost assassin soul who is trapped in her body with her and allows you to change flavoured dialogue to different personas such as the bimbo who she also now shares her body with lol.
Thing is she didn't even care about her sister all that much from what we've seen. When Alice first appears and we have to tell Chloe to be nice to her, it freaks her out that her sister is being nice to her. Seems like before we came along she was basically doing the bare minimum to keep her alive.

She comes of as a generic mook then a trained hunter.
Have you played all her events? It's explicitly said that her and Gwen were the two most elite hunters the Organisation had.

I'm wondering if you planning that Chloe able to revert to her old either by appearance or personalities but still bound by shatter command? Maybe via kind of plot story or potion that not only suppressing her Fey inner side but able to revert to original form and still retain her Fey power temporary? It's not i don't like Chloe fey-tomboy form now, i do like her from very start regardless any form(even i attracted by her when see some fan sigs before knowing the game) but i miss the old Chloe and oh boi old Chloe on white blouse is damn beautiful and its really matching for both her clothes & appearance! Could you make so by any chances? please do if possible. Thanks in advance for awesome game you created!(y)
Chloe's old appearance ain't coming back since it was originally a Future Fragments character model for Talia and Arc got slapped for stealing it. Arc doesn't have an interest in fixing things as that might cause plot development and is happy with more mysterious bs. Gotta love the mystery. Even went out of his way to have Lyx mess up her head more because scarring her was the only way not to lose patreon money.

Then she's definitely preggo if something's preventing it.
Wouldn't it just make more sense for Arc to put a pregnancy test in the general store? Really a popup saying "She's pregnant, mission accomplished!" would be more helpful then "Something is blocking it and no, I'm not going to tell you what it is, figure it out on your own"

Pregnancy test wouldn't tell you what is blocking the pregnancy either. That is, if you go realistic route with it

Why the hell is it even blocked? Why do I have to unlock it? I think it's kinda weird, but I don't know enough about gamedev to dispute it

Basically it boils down to story and gameplay having to come together.

This game is story driven. And the way certain characters and their stories go if you had children with said characters too early in the game it would completely break the progression of their story. Take Kana for example. Play her story to its end and you'll immediately see how her being pregnant in certain scenes along that path would just completely ruin the narrative. I won't give you any spoilers because the story is too touching to spoil.

From a gameplay perspective this means he has to block you from knocking her up before a certain point. The question is only how to present this to the player.

He can do it silently and tell you nothing. That works better from a story perspective as you don't get an annoying popup to push you out of immersion. But from a gameplay perspective it's terrible because people will assume its just RNG and they have to grind until they make it. And since they literally can't make it because it's disabled they will get frustrated, than angry, than super angry and here to shout at the dev.

The only alternative is to give you a popup or some other in game indication to tell you "No, not yet. You have to progress the story some more." That might be a bit jarring to some of us but it does save us all a lot of frustration. And it has to be super obvious too. He can't just hide it in a side panel or one of those cards or something because people won't read those until after the point where they are already frustrated and fishing for clues.

Can you even have sex with Kana before you reach the end of her story? And would, for example, Pixie being pregnant ruin her story? Because, if the answer to at least one of these questions is "yes" then I understand your point, but otherwise it seems silly to me

Yes you can. There are IIRC several scenes including the one when she is in heat when it can happen. As for Pixie I really can't remember the details but I know that for example if you didn't unlock the nexus fully certain events about her pregnancy wouldn't be able to happen. So it makes sense to lock her away until than.
