Unlock Emily's Exhibition Level 1. Once you've done that, steal Chloe's homework from the Interior at 13:00 and go back to the Interior at 15:00. It might take a few tries for Em to show up.
This is a hint you get soon after Amy arrived. Talk to Amy for several days and then to Emily to get Emily's quest started.
It is a bug that the hint is not (always) cleared after doing the quest.
