It's a menu option in certain situations. "I'll deal with you later" or similar. You may need to advance more in the game to see these though. They are not unlocked from the start

Do you mean for "extra naughty #2"? If so then at some point Rachel will change the rules of chores. After that the girls have to decides themselves if they wanna do them. And you have to give them a "pep talk" if you want them to do so. Clearly the quest requires you to not give Chloe her pep talk, so that she gets punished.

While in 0.5.x doing Rachel's path on the Island all the 3 girls got their spanking by MC, now the situation is different when MC does not do his chores. (This is a player decision since the girls seem not to be able to distract mc. The scene also does not count to 100% rating at the moment.)
Still the situation for MC looks weird and shows how much has changed on board since the start. Rachel allowing public naked punishments and MC showing his dick to everybody.

Still the new yacht feels empty after loosing all the events from beta to 0.4.x to the dream menu.
For Example : Linda had a lot of early content with stripping, hand job, blow job, sex, hot tub sex and the masturbation and spanking events when Rachel or MC caught her watching porn or the lesbian scenes with Emily. All this Linda-content currently is not present in everyday life on the new yacht.

If you search the thread you'll find partial walkthrough by f96zonetrooper . Otherwise for the first part of the story, follow the hints and the notebook and you should be OK. You can't really miss/skip things. If stuck, ask here
