OK, there is a prerequisite :
You have a pending punishment for Em, deal with it.
2-3 days later, stalk the bedroom. In the morning you might catch Chloe, she'll earn a punishment. Do nothing ('store the punishment').
Keep stalking the bedroom. In the afternoon, you might catch Emily.
Punish Chloe only AFTER you have catched Emily in your room. Then the 2d star (and later the 3rd) should trigger normally.

Yes, it's pure random, but usually you get it quite quickly

you need to have achieved the 2d star, and it can't happen the same day as the 2d, otherwise, pure random
