I could be mistaken but I'm almost positive I read a post saying that Elena was supposed to be D but people out voted her in place of who we have now, the roles were originally reversed to where "D" was the friend. Don't quote me on it though, I may be thinking of another game.
As I understand it, you're basically correct, they thought that Elena was going to be the central LI. I don't think they actually conducted a poll, and I've no doubt those that know will educate us, but that the initial reaction to the first release showed a massive preference for Dee.
