Edit: New version removes some characters, some that even had dialogue, because Pedy doesn't like them. Mike, Takane, Sannyo, Misumaru, Tsukasa, Megumu, Chimata, Momoyo, have been replaced atm.
Think I'll take a break from TW then, development on it is pretty disappointing lately. Both devs/branches are questionable now.
At this point I prefer to have another branch of people who does the job without deleting what the original dev of the game has done. I think part of having a very niche game like the era games being handled by community translation and modding is that you have to put up with the sometimes questionable decisions of the people running such efforts.
The alternative to that is of course to find a team of likeminded and talented people to attempt to create another branch without the weird decisions...which then results in just having yet another branch. Diluting the talent pool further and inevitably you will make a decision which is controversial to a part of the community who end up rallying together to make another branch and so on.
At the end of the day each branch is a mixture of both translation of the original work and a mod, mods are known for not only adding content but removing content not to the authors taste. I looked it over, the notes explicitly call the replacements placeholders that aren't meant to appear in gameplay. Supposedly to set the groundwork of them being replaced later, who with remains ambiguous.Thats a bizarre decision, especially considering how much dialogue Tsukasa had(I don't think the rest of them had any) and the replacements they brought in don't appear to have dialogue at all.

These games are already rather niche so unless you are willing to do the work of running a branch and modding the game yourself the chances of a person forming out of the aether ready to mod the game to your satisfaction while translating things is slim.

I don't understand the reasoning behind doing that. The only reasoning behind it is that Pedy is known to hate the new Touhous and has been threatening to remove them for a long time, and he finally did it. That's about it. Go back through half a year of /egg/ threads for info on that, but he usually doesn't post under his trip. The last couple of threads pretty much go over everything second hand. The "Poorly designed" is him thinking the new Touhous suck, it has nothing to do with the characters in the game obviously as there are a ton of other girls without content/dialogue and Tsukasa had dialogue and some special events/content.I don't understand the reasoning behind doing that. Where did Pedy say that? This MIGHT be an issue with "too many characters" as part of the gameplay loop for why you can't find everyone around in Gensokyo whenever you'd like. I believe that's most likely because the engine can't handle over 100+ characters at the same time doing whatever. (One of many reasons I'm against the supposed adding of fan characters or male/non-humanoid characters people won't bother romancing in the first place as to what Parsee aludes to in one of her files.)
Think like games of The Sims or Rimworld when you have too many characters in one area so the game chugs.
I'm hoping this is just a temporary thing or something because replacing UM with PC98 is strange. Gonna need more of an official statement on this one.

Or whatever the "NTR" toggle in Tsukasas dialogue is related to? (Wouldn't know, I didn't bother with her when I saw that, but it wouldn't explain outright nuking the entire UM roster instead of a quick alteration, so this probably isn't the reason.)

There won't be any more of an "official" statement than that. The characters are already removed, and it's only temporary if he changes his mind or somebody adds them back in in another fork.

I myself wasn't happy with the first direct genderbend in Ten Desires. Up until then the rest of the cast could be hand waved as just "related" to mythological figures or whatever. Frankly that kind of lazy bullshit is more Fate/Gacha+Endless Reboots bread and butter which is one of many reasons why I started avoiding that like the plague.
Thankfully this is a video game so having some agency in how you avoid characters you don't like is certainly on the table, even easier with the disable feature, though considering he replaced a character people here were clearly enjoying with characters that are likely to never see ANY content (except for maybe "Dark Kasen" who has some degree of popularity), I don't know how to take this. All I can say is save backups of the version before he removed characters.
By the way if any devs are lurking around and you're looking to remove characters: Lily Black is STILL not an actual character.

Like no, I don't want my dude romancing a person that hasn't had a personality until after the game's story started, literally has no other viable romantic options, and all the other shit that makes her vulnerable to being attached to literally anyone who has your role.
I feel like it's a cardinal sin for a gacha game to be like "no, you're going to paired with this character and you will like it." Bonus points for the game literally making it impossible for people who actually like the character to raise bond point points and be rewarded for actually using her like the characters you actually have to roll for. Extra bonus points for the game being like "no, you're not allowed to use her objectively more useful form. You must use her inferior version and put her on the front lines, even if it has no synergy with 90% of people's preferred stats." Mash: a case of how to get your fanbase to hate your mascot.
