That means you need to work as the cleaning lady and on a different day find ANOTHER bottle of wine. The wine triggers events but you can obviously get only one a day.

I found multiple botttles of wine but never had anything about Neil. I am also stuck see comment above

I'm in exactly the same position. According to the walkthrough I have the prerequisites for it too.
Do you have the bdsm gear in the basement? If not, you need to go to school, click the skip day button and then come back home.

What he said...or asked. I've looked back through this thread and read the walkthrough (multiple times) and he will not appear. I am playing the Kate option and have picked up dozens of wine bottles in both occupied and unoccupied rooms. I've gone with Lien to drink wine on a few occasions (although that stopped months ago in game time). I keep grinding away, but my playthrough is completely stuck without Neil.
(Of course as soon as I post this he will magically appear.)

To reach the Neil scenes, Kate has to complete the quest to stop Neil from opening up a health spa/gym that would compete with Julia's gym. Once that is done, Kate then has the option to earn $100 at the hotel when she goes to Neils room & gets fucked all over!
