I'm assuming you mean you havent encountered her yet. Did you encounter her at the park yet? If not, you gotta go there first. Also make sure you have a high enough card level to encounter her.

Yes I haven't encountered her yet. Sorry for the typo. So I can meet her on park even I haven't meet her on pool? For card level I'm haven't raise it up yet.
You need at least minimum at A2 level for her to appear and need to trigger her scene correctly from pool then to park
Here is my mostly complete save with most of the girl unlocked except for 1000 impregnation girl that one you can get yourself.

I got all 5 of Shiori's achievements, then selected to continue the relationship, but I can't seem to invite her back to the resort again. Any hints?

Also, while out there with Shiori I once stumbled upon a 'debug the girls' mode where you could bang each of the resort girls by name. That was great - I hope it turns into a regular feature in a future version!

You didn't really stumble into anything. You were playing the game with developer mode enabled. Sorry, there is zero chance that ever becomes part of the main game. People are going to cheat, we realize that, but we won't ever endorse that as a mode of play and who knows, we may or may not have some hilarious deterrents/punishments in the works for future versions.

For this more niche fetish, I don't think there has been any sandbox or VN close to this expansive (ha ha ha). Closest sandbox games I can think of matching would be Summertime Saga, Shelter, or Love & Sex Second Base; only a select few VNs include pregnancy outside the epilogues. All the more impressive that this endeavor is done without patron support. Well done!
I only wish there was a bit more dialogue choice in how you interact with your harem members, as right now it makes the MC into a bit of a split personality weirdo. I get a lot of it is probably due to different writers for different harem girls. But, for instance, MC is quite kind and loving (albeit still sex crazed) with his sister Kazumi and with Shiori, but an asshole to his sister Kurumi. Outside family, MC is kind and loving with Hayasaki (who wouldn't be with that bundle of joy?) and even with Rumines (despite her being a huge bitch to him and slowly opening up to him), but despite them being loving toward him MC is either an asshole toward or apathetic toward Sybil, Amber and (to a lesser extent) Yurika. Like... when Sybil and Amber invited MC to their homes and really opened themselves up, come on man. Those two girls deserved some love.
I get it's a porn game, but those cold moments with Sybil and Amber sharing a narrative with extremely tender moments with Hayasaki and Shiori is a bit jarring.

Thank you for your comments, and great kudos to you and the other developers. I am at an age where vision, reaction time, and arthritis are becoming issues, so no FPS for me and I much prefer text-based and turn-based games like you have created. Puzzle type games can be intriguing (what to do when, what *not* to do yet, etc...) but at other times they feel like trying to locate and install drivers for an older printer you're trying to connect to a new computer - a chore rather than a challenge.
