You learn something new every day - Double Dutch is in fact a synonym for High Dutch and as such is a slur on the Germans rather than the DutchNo idea, but I guess that is more cause you need to explain those English all twice, since the first time they are to shocked that you dare to tell them that.

I'm 100% certain, that in the comic where Asterix visits Brittain, an Englishman exclaims "I am shocked" upon seeing a cart race through his flower-lined front lawn. Everything about the accompanying image is perfect, even the Englishmans' facial expression (which is: none whatsoever).
I tried finding that particular cell from the comic online several times, but never with succes
