Sure. My point is just that it's not because of the development/economic environment, but because they're incompetent.
They either have very low retention, so no competence can be build up over time, or the original devs left long ago, leaving only a few brave souls that a vastly overworked to deliver even those measly games we get. Either case points towards bad management. Now with the new studio you could wonder what people left, and what remained. The rushed release and barebones game we got tells me it's the terrible management that remained, and even fewer old devs remain.
I wouldn't be surprised if there really is just one dev/programmer left in the company, and everything else are artists, and a small army of managers.

I was planning to buy a 89000 Yen Laptop with a GeForce MX450 2GB, a 16GB RAM and a i7 Processor from Amazon JP.

Try to get at least 4gb gpu, It use around 2.7 when I test it with the 3p position max settings.
The development and economic environment both play a huge role in management… if things aren’t working well, you can’t always do this victim blaming thing where it’s incompetent. A lot of times it’s uncontrollable and just unlucky shit.
