Probably 3.0.22. It's the latest version, not counting the betas than don't have a English patch. You wouldn't really be missing out on any official content if you didn't, but there has been more unofficial additions if you use the mod and the custom clothes packs.

For 3.0 here or here, for 2.5 here. Probably don't have completely everything any more but if your using tfpatchguy's patch then you have cheats to get the rest.

That's how przemo's 2.5.2 version worked, but it doesn't have codes to unlock things.

My strat is usually 3 talk / go out to lunch -> 3 headpats.
And that seems to work.
