No, that's... that's a team... I don't know what you expect, a coder, a graphic artist and a writer sitting around the table discussing where the story goes? That would explain the late update. No, a writer writes, a coder codes and a graphic artist... graphics... Everyone does their part, that's how things move ahead smoothly.

And since things don't go smoothly, he either doesn't have a team (or a relevant team), or the team doesn't have anything to do because they don't get the story he's supposed to write.

A Bunch of contractors limited to the Job they were hired for and without a say in anything else in regards to MC can't be called a Team by my definition

Yep Icstor contracted everything out eons ago now and only points the writer in the general direction he wants him to go and then does the art..... There's actually more Icstor doesnt do for these games than he does, and still he sits there taking the money going on about burnout (he means boredom) and actually doing nothing. The rest of 0.7 has been done for months and Icstor has even admitted that. He even brought Baron in to take some of his workload off of him and still couldnt be arsed to get it done.
