I have an educated guess about the "bi-weekly" updates he plans to do.
A bit of background: More than a year ago, he mentioned that he planned to release the next update as 0.7, the same way he did for all previous Milfy City updates (a "season" type of content release). Well, many months later we finally got some news, he announced is new project X or whatever and planned to release the final content of Milfy City in a single, large update that would complete the game, a "write-off update".
At the time that came as a surprise because everyone was expecting to already have an update by now. But people kept supporting him so that he could get this big update done.
Now, making a single, large update that finishes all the characters and effectively wrap up the game can take time and efforts. And i believe he may have seen that making people wait for a single update and then sign off THE project that made him successful in the first place was a bad move from a business standpoint. Once the game is finished, support will plummet because supporters effectively received the content they paid for. Many won't see a reason to continue paying him through Patreon.
But assuming he even made the content he claims he has been working on, he now sits on a mountain of "deliverable" content for Milfy City. That's maybe 12-18 months worth of work, since the last 0.6e update.
And instead of sending it off whole as he initially planned, it's completely possible to deliver this content in small slices (a "incremental" type of content release), over the course of several months, further stretching the immense financial support he already has. He can now satisfy the Patreon obligations to deliver contents and potentially retag the game as active.
