100% sure he is just buying time to have the first version of the new game done, this way he will still have income from people that want Milfy City. then he will said that Milfy City is dead for good.

Maybe so, but if they want more content, all they gotta do is cancel. All of them.
Shouldn't putting "delayed" without any explanation or announcement at least count for an "On Hold" tag over here?

On hold tag is implemented when "the game has been confirmed to be on hold by the developer". He hasn't said that it's on hold, but instead that he is working on it alongside the new project. So unfortunately no, it doesn't count for on hold tag as delayed isn't the same as on hold.
would anyone be so kind as to share with me a screenshot of every post icstor made on his patreon page since the release of v0.6. i would like to report him through twitter so that it can be visible to anyone that wants to see and patreon can't just keep it hidden behind the curtains or some shit. apparently reporting needs sufficient evidence to support the claims. so i hope someone can help me and share the screenshots beginning with his post on the 14th of october 2019. it is more than 2 years ago but there just 18 posts. thanks!

A good starting point could be to have this game thread have the label 'abandoned'
clearly that's not something i can control. and getting an abandoned tag won't do much, just because it worked last time doesn't mean it will this time. more importantly one thing we did learn is that his patreon numbers weren't even affected. even now he continues to blatantly lie and stay silent yet his patrons are still with him. milfy city just got delayed, yet not a single word about it. other than the usual drop in numbers due to the same old issues with payments that have been going on for more than a year, there hasn't been any significant decline.
the mods here do not care, even though this forum was supposed to be for the community. i mean there are supposedly so many rules and even some bans on a few types of content. they have watched like many here as 2 years have gone by and icstor has proved beyond any doubts that he is a scammer. if they so decide, they can create a scammer tag. there are more than one creator that deserve this. they can chose to support the community due to which they actually exist and warn people. this isn't just a porn website from which to download content to sit and fap to.
Have you been to his homepage lately? He's switched to Substar. Patreon is nowhere to be found. IMHO, he should have switched a LOOONG time ago. TBF, I'm not a subscriber, so I don't have access to anything other than the Substar homepage.
However, according to his tier structure, 1$ access only gives you news. For the games, you need to upgrade to 10$.

The sad part is with the quality of the game, if Icstor hadn't done what he has done he could have easily been getting close to DPC/Dik levels of support right now and be raking in major dollar. Yes it would mean he would have to actually work, but it would be difference between driving a Hyundai and driving a Ferrari. I understand that the Patreon rules thing might have caused a big story issue, but that is easily rectified by changing the dialogue so that Celia is aware the whole time of who it is.
