I looked in the game files and it turns out this track is still there, just unused in the final version of game
It seems like there's still not a lot of tools which allows for easy and stable audio mods, but I have one: UnityEX (I have no idea if this functionality is supported on a free version, though).
Besides that, I'm glad to report actual .fsb5 sound file creation is much easier nowadays than it used to be (

You can try this mod on a clean version 1.06 of the game by replacing sharedassets6.assets and sharedassets6.resource in NightofRevenge_Data folder with files I attached to the archive.
On a side note, when I saw this boss I thought about Cleric Beast from a Bloodborne. My biggest complain about NOR boss fight - it's just so slow in attack and I never had issues with killing it in a few seconds. Kinda wish to make his attacks a lot faster and no idle time.
PS: Analyzed this boss spine file and it made me realize how long his attack frames actually are. Basically, it's not that hard to decrease his attack time ~2x. Maybe that's exactly what I was looking for.
PPS: I kinda like how this mod only use Spine edits and not script edits in Assembly-Csharp.dll. I attached it as a mod below. Made for 1.06, but can be easily ported to 1.07:
