If she's a potential LI and the dev is forcing a scene like that unto the player/mc without any choice whatsoever because ''story'' then that falls into the category of NTR. Think of it this way : the mc's sister is not his gf or a LI atm but if that thing happened to her would you consider it as being NTR? If that Annie girl or what's her name remains a random girl then yes its not NTR

It isn't NTR in any of the said cases. You see for it to be NTR we would need at least the girl being attracted to the MC, if that doesn't happen then it doesn't meet the requirements.

Overall the meaning of NTR is being stolen of your loved one, if at least it is clear that a girl has feelings for the MC we could say it's NTR.

Well, art is amazing, but that scene with Annie... I wouldn't call it NTR, BUT for some people (like me), who sees Annie from the start as a love interest, that could be a huge turn off.
