Sandbox and starting over due to old saves not working: oh hell no, I'll just wait for a completed tag and then try it (assumming I haven't forgot about it by then).

I have a feeling that we will see other kind of tag before 'completed' with this one..

I unlocked all the scenes and wallpapers but i can't find all of rewards.

Ain't no way dev released a partial update when we could wait for the finished update. No matter, it's my one of my favorite games, I'll let it slide.

this is good and all but how do you get out of the alley with the guy with guitar were you have to fight him but can't without having to talk to people first which only ones to talk to is your friend and the guy you have to fight so my question is this is it a bug or not and if not how in the heck do you get out of the alley ? do i have to do another play through or something because it won't let me progress past that alley fight over guitar which is stupid

If you get a bug there, you have to restart your playthrough.

It does not. If it does for you, then you're doing something wrong. The last update ended with MC and Zoe on the bus going to meet Vania in the city. In this update they actually get there and meet her. Few other scenes with other characters. Update is short but there is new content.
