Since august in that scene with otto also mentiones that he has to go behind chucks back to deal with people violently I kinda assumed he means that chuck and kat start to lose it in regards to their passions. If that means extreme violence?
Maybe chuck DOES make a difference between using violence to solve problems and using violence for purely arousing reasons...
But I doubt it. Iirc there hasn't been a incident of violence against a woman in the game aside from the warren x prostitute hints - which where presented like a case of genocide. TD seems more interested in psychological sadism, so I would assume chuck is in that line as well.

Haven't played in a while, but I just assumed that they were explaining that Chuck & Kat are more 'upper-class' and prefer to solve things without resorting to violence (knocking people off), wheras August, being the 'underworld' stereotype, has no problem dealing with things that way.
Also agree with the psychological aspect - seems most likely.
It may be deeper than that, but haven't played in a while.
