You have to flirt with him while he's in the basement of the Department Store.

After you defeat the naked man in Marigold, he runs around the town for a bit; I've found him two times, but where can I find him the third time?

Edit: so far, after you defeat him he pops up in the south-west corner of the city (on the beach, near the western fence), then north, between the inn and the blue shop

That actually is planned, once Allie's story is finished. Here's what we know:
He'll be in his own region and have is own story. It will be possible to travel between the regions. His starter is Chikorita. He'll be straight.

Because it's built with Pokémon Essentials (which is built on RPGMaker XP), and seems to have the goal of being as close to the originals as possible. Do you really expect hino-arashi to write her own engine on top of composing the music and doing all the illustrations?

Yes, I remember letting my pokemon fuck my opponents when I beat them back in the red/blue version days as well.
You don't have to stay faithful to the source material to the point where you recreate an objectively bad user experience and user interface. It's not a remake of the old game, it's a porn parody.
