Because it's built with Pokémon Essentials (which is built on RPGMaker XP), and seems to have the goal of being as close to the originals as possible. Do you really expect hino-arashi to write her own engine on top of composing the music and doing all the illustrations?
Which hardly matters because the end result is still incredibly annoying to play for no real good reason at all.
