No. He always does an April Fool's build. And he always takes forever to do fairly simple builds. It is just the way he operates.
Yeah, I have the Ren'py plugin with it. (I do play other Ren'py games on JoiPlay, and they work.)
I just can't get this one to work.
It will load, but then it flashes the JoiPlay logo for about half a second and immediately craps out.
Tried several times, most of the time it took five or ten minutes to load (one time it only took a few seconds). Crapped out on me every time, though.

Assuming everything goes well in his life and nothing holds him up, once every three-four months. Please note the countdown usually starts with the last patch, not the last update.
As for now, since the .992f2 went out at the end of February, I'm not expecting the .993 before June - but with the April's fools joke on the way, I suspect he may have delayed his work on the main update and I wouldn't be surprised to see it in July.
Cons: She's no mutant. She's not from the Evolution show on which this game is based. We talk about her being in the game because of a thirty second, once in a game-time cameo. We already have a blonde in the harem if that's what you want.
Pros: She... has a vagina and is good-looking, which qualify her to appear in a non-yaoi porn-game. Aaand... that's all.

Read The Unbelievable Gwenpool mate. Trust me, I'm not a comic reader myself (my only significant read is the Fable series), but I was asked to give that one a shot and I'm glad I did. Gwen is fun and adorkable as hell, and her humor style would be a nice addition to the game if Oni manages to write her well.
And yeah, she's not in Evolution, but technically she is a mutant by canon now. Also I don't think every in-game design is taken from the animated series anyway, though I'm honestly not sure.

I think time could be better spent implementing more X-Characters. Adding some meme character like GwenPool to the game just sounds like a waste of everyone's time.
Z-Reborn > Oh, I'm not questioning her quality as a character and I believe you when you say she has great runs in her comics; it's the pertinence of adding her to this game which is supposed to focus on the Evolution show I'm pointing at (like the French Tickler said before me).
And you're right, not every characters in the game got their design from the Evolution show (Oni's design of X-23 turns out very good, Jean's... let's keep this polite and say it's debatable) but at the very least, they originated from it (or were supposed to, like Emma whose presence in the show was planned but ended up cancelled).
There are still some girls from Evolution waiting to beinfected seduced by the MC, like Boom-boom or Wanda and I really hope one of these two will be added next.

Wanda got mind wiped by another mutie in the cartoon so she doesn't wanna murder her dad anymore (specifically). As for when the next update before the April fools drop in said one to two months, near the end of March but knowing oni.. it'll probably be June at the earliest who knows really.

Maybe that's why they pay him and don't kick him out of the school regardless of how much he messes up with Wheels. He's a psychologist for girls with the big sad for daddies. He keeps them in check so they don't blow up after watching Twilight or something and destroy the school.
